I just downloaded Print Shop 4.0, and am having a problem changing the start date on a new calendar. Already followed tutorial procedure to no avail! Any suggestions?

Did you download or install from a disc? There is a known problem with retail DVDs purchased in the stores. There is a patch for that.

The calendar project in Print Shop is very basic. Assuming you are trying to make a brand-new 12 month calendar, the start date is really the MONTH, not a particular day in that month. So for example, if you choose March 2017 as your start, you will get 12 months starting with March 2017, and ending with February 2018. There are blank pages in between for your picture pages.

Also, a warning about adding events. When you change the calendar date, you lose all your events. Birthdays, anniversaries, etc. will not repeat into a new year.

Just didn't want you to invest too much time into adding events if you were anticipating doing it only once. This project is more for showcasing your photos/artwork in a calendar setting.
