I have figured out how to import an image so that it sits on top of a larger background picture. However, these images seem to align either vertically or horizontally only.

Is there a way to get them to rotate a few degrees - say 10 degrees, 45, etc?

I don't believe CC has that level of control over the images (and I probably wouldn't expect it to). What I suggest is doing the image rotation with image editing software, and saving it with the gradation of orientation you want. Hope this helps.
