I would like to know if Hoyle Puzzle & Board Games 2009 still uses Securom for copy protection. If not, what are they using?

No it does not from what I experienced on my own copy of the game.

I would have to agree with TMLFAN4LIFE that Hoyle Puzzle and Board Games 2009 does not use Securom. I've got both Hoyle Puzzle and Board Games 2009 and Hoyle Card Games 2009 installed on my Vista laptop. And, when I conducted a search of the hard drive, I could find nothing related to Securom. So, unless it's magically hidden somewhere, it's not on there.
