The recommended method for importing graphic collections from previous versions of Print Shop would be to first install those previous versions, export each graphic one-by-one, then import each graphic into the newer version of Print Shop.
There is one method that I know of, which would also require you to install the older version, that can be performed for accessing graphic collections from previous versions. But, that method does require quite a bit of work
