Broderbund does not offer discounts for upgrades. So, in order to upgrade to Print Shop 23.1 you would be required to request a refund for Print Shop 23, as described in this FAQ

then you would be required to purchase Print Shop 23.1 separately from here
The Print Shop
There really isn't any compelling reason for you to update to 23.1 - because Print Shop 23.1 is nothing more than a minor upgrade, which is said to be more compatible with Windows 7. However, since all Broderbund products are designed for only 32-bit Operating Systems, Print Shop 23.1 is no more compatible with a 64-bit version of Windows 7 than is Print Shop 23.

both Print Shop 23 and Print Shop 23.1 are, actually, quite compatible (with one or two exceptions) with both the 32-bit version and the 64-bit version of Windows 7. But, the same exceptions apply to both Print Shop 23 & Print Shop 23.1.
