I have the Creating Keepsakes Scrapbook Designer I believe it is a 2004 version and I have Windows 7. I am trying to email but I do not have outlook so I tried to save as a PDF and can't seem to do that either, what am I doing wrong?

You can export your project as JPG which can be sent as an email attachment. JPG format is the preferred format for sending your file to be professionally printed at a photo lab.

For professional printing, save the JPG at the highest quality setting.

For display in an email or on a web site, save a smaller version JPG e.g. 600x600 pixels.

File | Export As...
