I am trying to adjust levels in a photo using The Print Shop 23.1 deluxe.
I went to help where I found to select "adjust" then levels. However it
is not giving me that option. How do I adjust levels in a photo with this program?

Here's a screen capture of the Adjust levels. I suspect this feature may only be available in the Pro version. The help documentation does not exclude features that are only available in the Pro version.
