No, even adding your own folders to the PrintMaster Components\ClipArt folder where all its images reside, the program won't recognize it when you open the ClipArt gallery.
Only the downloads from printmasterpacks.com can be installed properly to the Components folder, if you select that option.
I find it's faster to import images from the Photo icon, anyway. The ClipArt gallery takes a long time to load each time you select a category.
