My magic wand option does not have an "APPLY' icon, So how do I get it to work? Thank you.

The magic wand selects by color. You can add to the selection by holding down the ctrl key and clicking. Once done selecting, click one of the other effects buttons. For example, click 'Transparent' if you want to delete the selected region.
