Crop options are presented differently for Clip Art from the program vs images that you bring into your project via the Add Photo button.
So you probably got the crop function by double-clicking one of your photos and then wondered why double-clicking a clip art didn't bring up the crop function.
What works every time is to simply select the image, then look over to the left sidebar and choose from the options given, whether it be crop or something else.
