I do not know. This is a tech question and I am more of a functionality expert - how to use the program to make cards, labels, etc.

Please keep in mind that v23.1 is not supported in Win 8.1, and for a lot of people, it won't run on Win 8.1. That is why there is very little info about 23.1 with Win 8.1.
If the program is working for you, my best guess is that you need to store the project files in the same folders you had in the original computer. Then you need to rebuild the Project Gallery. This post explains rebuilding the Project Gallery: (as this was not written for Win 8.1, follow this advice at your own risk.)
