I find envelopes tricky because there can be more than one setting to change. What worked for me:
In Page Setup, I zeroed out the margins.
In the Print dialog box, I changed the paper to the envelope size I'm using, in the Printer: (printer name) Properties...
Also in the Print dialog box, I changed the Paper Size to the envelope size I'm using.
Also in the Print dialog box, I made sure the Scale was set to Actual Size.
I clicked the Preview button. In the Preview, it looked right, so I clicked Print from there.
It is also important that your envelope project size matches e.g. I used a #10 envelope project and my paper size is changed to #10 envelope in the two places mentioned above.
