EDITED: Under the View tab, make sure "Show Guides" is checked.

According to this comparison chart, Deluxe doesn't have custom guides, but does have some Ready-Made guides (available on certain projects such as Newsletters). Personally, I think custom guides is a basic thing that should be available in all versions.
Edit Guide Line button is in Pro version.
As a work-around, I use blank text boxes. They don't print, but they clearly show dotted lines that are "guide worthy".
