Is it possible to fade the outer edge of a photo so it blends into the background?

Unfortunately no, this program does not have the tools to produce a gradient transparency. I can suggest Serif Photo Projects or Serif Digital Scrapbooking Artist 2 which have a transparency feature with several options (linear, radial, ellipse, etc.)
http://www.broderbund.com/c-6-design-print.aspx

For the extra money, Serif Digital Scrapbooking Artist 2 also has blend modes, something you don't usually get with programs under $100.

Check out my signature link below to see what SDSA2 can do. (See Create & Print page)

Here is a simple linear fade from photo to background done in Serif Photo Projects/ Digital Scrapbooking Artist 2

The Serif Photo Projects from Broderbund/Encore INCLUDES the Craft Artist program. Other sites may just sell the photo projects as a collection of templates and graphics only and you would then have to buy the program separately.
