This is where you need to design with a safety zone and background bleed. i.e. keep all your text well within the boundaries, and if you have background color/pattern, extend it past the boundaries so there's no chance for white edges to remain. You may want to try avery.com for their online print and design service which adds bleed to their templates. (It's free. It creates a PDF which you can print at home.) quote:

The reason the stock numbers may differ can be to differentiate matte from glossy, for example. However, the physical size and position of the labels is exactly the same.
