Printmaster 2012 Platinum with Windows 7 64 bit
I am trying to use clip art in an Avery 8160 mailing label. When I select a picture and it places itself in the label it is ENORMOUS. When I try to edit it, I get a beep and it won't get smaller. How do you make it smaller and also if I add a border or picture frame, can the thickness of the frame be made smaller.

Right-click the image, Edit Object... change x,y co-ordinates to zero, change the height to 300, keep proportions, enter.

That should make your image fit within the height of the label. You can now reposition and resize as you would normally.

Clip Art frame? No, but you can cover up part of the frame with your photo or a rectangle.

Frame border from Shapes and Lines? Right-click, Edit Object... use thickness slider at the bottom.
