I can suggest Serif Photo Projects or Serif Digital Scrapbooking Artist 2 which have a transparency feature with several options (linear, radial, ellipse, etc.) http://www.broderbund.com/c-6-design-print.aspx For the extra money, Serif Digital Scrapbooking Artist 2 also has blend modes, something you don't usually get with programs under $100. Other sites may just sell the photo projects as a collection of templates and graphics only and you would then have to buy the program separately.
