i created a business card in Printshop version 10
and emailed it ot someone who cant open it can u please tell me how to change format to a jpg

File | Export As ... follow the prompts and choose JPG from the drop down list.

Since you probably don't want to send the entire project (10 cards) as a JPG, export just the group of elements that make up your card design. i.e. Select all and group, then file | export as.

Version 10 is pretty old, so I'm not sure you have the export as feature. If not, post back and I can give you a work-around.
