Hi LaurenD,
The 'Brightness' slider in the 'Effects' section of the 'Image Editor' will allow you to lighten any image, which can then be set as a Background/Fill on the Project tab.
However, as can be seen at the bottom of this discussion

the 'Effects' button is not a selectable option in The Print Shop 3.0 Deluxe Image Editor. So, what that means is that only the Professional version of Print Shop 3.0 offers the 'Brightness' slider.
