Hi Spring,
The quickest way to add a border into any Print Shop 3.0 project, is to click on the 'Clip Art' button on the left side of the workspace, type border into the 'Search' box, then click on the 'Search' button. Then, when you find an acceptable border, click on that border to add it to your project.
If the Search doesn't find a border that suits you, you can import a border by clicking on the 'My Photos' button on the left side of the workspace, clicking on 'Import', then locating and selecting the border you want to import.
You will have to keep in mind, however, that only the following graphic file formats can be imported into Print Shop 3.0.

*.bmp
*.jpeg
*.svg
