What's the difference between Printshop 3.0 Vs. Printshop 23.0? Have spent a couple of hours on-line and I can't tell the difference. Have noticed that 3.0 is a complete different product and may not read projects created by 23. Currently have version 20 and would like to upgrade but can't figure out the path forward. I'm still on Windows XP and am staying there as long as possible.

You can think of them as two different desktop publishing programs offered by two different developers, but then given the PrintShop branding. They only share a marketing name.

If you are staying with XP, you can upgrade to version 23 which will be able to open your version 20 projects.
