Even if I choose 1/4 fold in layout, the project is in half card format. Please help..

Are you using letter size paper (8.5 x 11) and is your printer set to letter size paper? Did you by chance select the Avery 8317 Note card instead of letter size paper when you started a new greeting card project?

Just tested one of the ready-made quarter-fold cards and it printed perfectly:
