I am using Calendar Creator Deluxe, version 12.0.0.1351.

I successfully changed my day's start/end times by opening a Day view, right-clicked in an empty cell (no events), chose Properties, then the Week/Day Properties tab. I saved the collection and closed the program. When I re-opened the program, the Day start/end times had reverted back to 8 am to 5 pm.

How do I make my changes permanent?

It sounds like you are doing things correctly. I'm using Calendar Creator Deluxe 12.2 (released 2018) and it works for me. The change remains in place after I've saved and reopened the collection. I don't know if this means that this was a change between the the earlier version of Calendar Creator 12 and 12.2, but it does seem you are doing what you should to make this change permanent.
