Is it possible to change colors in a graphic individually? For example, if I have a grey cat with green eyes, can I change the eye color to blue, but keep the other colors?
Also, if a graphic has a white background, is it possible to remove that background so that the figure will fit seamlessly on a red background?

You can change individual colours of VECTOR graphics (but not photos) using the Advanced Drawing tools.

PM's PhotoWorkshop will let you trace around the area you want to keep, but you won't get "seamless" cropping because there is no feathering tool. You need a higher-end photo-editor like Adobe PhotoShop Elements.
