I can have pictures appear clear and sharp in my projects, but when I save them as a JPEG or PDF they appear blurry. I save them as the highest count and highest resolution. Can someone help?

This program does not maintain the sharpness of raster images, such as photos and Headlines. Saving projects as JPG, at the highest quality and highest resolution settings is the best that can be done (aside from saving the project file as a *.PSproj)

The built-in PDF convertor does not have high res option so should never be used for printing purposes. (150 dpi is not high enough for quality printing)

If you need a file to send out for professional printing, I can offer suggestions to get good results.
