When you run the program, you need to run it as an administrator because the program may launch without these features if you try and do so from the desktop environment. Look on the Start Tile Menu. Find Print Shop 3.0 Right click on it , and a dialog bar comes up on the bottom. Click on "Run As Administrator" and it should solve the problem.
