There is no direct watermark feature but there is a great workaround for this. Import any image or clip art. With the images tab selected, click on the image you would like to be watermarked to the design and use the Opacity button to make it transparent.

On the back of some cards I was making, I wanted the name, Diane, watermarked all over it. I could do that in 23.1.

Kind of a strange workaround, but you could add a shape over the project you created and fill it with that name in the form of an image. Make sure that background matches the same color you want the shape background to be. Then on the shapes tab, you can use the Opacity tab in order to blur it out and it will look perfect over the page.

Based on Jason's suggestion, once you fill a rectangle with your image (using the Tile feature to give you multiples) you can save the page as a JPG with the name "mywatermark.jpg". Then you can use this JPG to watermark other projects. The JPG can be rotated at any angle, and resized to fill the particular area.

In MS Paint, I made a small "Diane" image which I used as my tiled fill in Print Shop.
