I don't think you need v16 at all, if you install v18.1. v18.1 was updated in order to be fully compatible with Win 7. There may be some projects with newer art, but I don't recall getting any new features.
You can have both versions working on the same computer, but I think you have to install the new version in a different directory to avoid some v16 files getting overwritten with v18.1 files.
