So, in order to upgrade to Print Shop 23.1 you would be required to request a refund for Print Shop 23, as described in this FAQ Refund Policy: Bicycle, Broderbund, Encore, Hoyle, Punch then you would be required to purchase Print Shop 23.1 separately from here The Print Shop There really isn't any compelling reason for you to update to 23.1 - because Print Shop 23.1 is nothing more than a minor upgrade, which is said to be more compatible with Windows 7. However, since all Broderbund products are designed for only 32-bit Operating Systems, Print Shop 23.1 is no more compatible with a 64-bit version of Windows 7 than is Print Shop 23. As can be seen here PS 23: Installing Print Shop 23 & 23.1 on Window 7 both Print Shop 23 and Print Shop 23.1 are, actually, quite compatible (with one or two exceptions) with both the 32-bit version and the 64-bit version of Windows 7.
