Is there a way I can create a custom border using my own graphics and/or clipart?

Yes. With the graphic highlighted, click Edit| Duplicate... and select Tiled Border.

Rescale the custom border as necessary. You can ungroup the tiles in order to reposition them or add additional tiles inbetween.
